Editable and Searchable Are Two Different Things
People ask for both in the same sentence, but they are separate outcomes, and knowing which you need saves a lot of confusion.
- Editable. You want the words as text you can copy into a document, fix typos in, translate, or feed into another program. The output is a
.txtfile or pasted text. - Searchable. You want the original page image preserved exactly as scanned, with a layer of recognised text underneath so that search and screen readers work. The output is still a PDF that looks identical — it just now answers Ctrl+F.
The second is what archives and libraries build. The first is what you want if you are actually going to rewrite or reuse the content.
Step 1: Recognise the Text
- Open Meow OCR — browser-based, no signup.
- Upload the scanned PDF. Use the page range to process a sample first.
- Select the document's language, or leave it on auto-detect.
- Extract, then copy or download the editable text.
Step 2: Get the Searchable PDF
To make the PDF itself searchable, the recognised text is reinserted as a transparent layer positioned over the original image. Most PDF tools that offer this call it OCR PDF, recognise text, or add a text layer. When you use one, check three things afterwards:
- Search actually works. Open the file and press Ctrl+F for a word you can see on the page.
- The alignment is right. Select a word on the page — the highlight should sit exactly over the printed word. If it is offset, the text layer is misaligned and copy-paste will grab the wrong characters.
- The file size did not balloon. A text layer adds very little. If the output is several times larger, something unnecessary was added.
A Faster Route for Heavy Users
If you regularly work with scanned documents, a small workflow saves most of the repetition:
- Extract once, store the text. The text file is far smaller than the PDF, greps instantly, and survives even if the PDF is lost.
- Keep the original scan. The OCR output is an interpretation. For legal, medical or historical material, the image remains the authoritative record.
- Fix the scan before the OCR. Straightening a skewed page beforehand removes a whole category of errors downstream.
When Editing Is the Wrong Goal
Some scanned material should be archived, not rewritten. Historical records, signed contracts and published works lose their evidential value once flattened into plain text. For those, the searchable-PDF route is the correct one: the image stays intact and the text layer is purely an index.
FAQ
Is this free?
Yes. No signup, no watermark, no credit card. Files auto-delete after two days.
Can it handle scanned PDFs in Indian languages?
Yes — Tamil, Hindi and Marathi are supported alongside English and 100+ other languages.
Why does Ctrl+F find nothing in my scanned PDF?
Because the pages are images with no text layer. Run OCR to create one.
